I would say the art is just as effective whether or not someone's name is on it. That gif you refer to with 1.2 billion views; the people who send and receive it enjoy it and get the message whether or not they know who created it.
Now this does not make the artist become well known, or get them any money, but it is true.
I am not an art scholar but there are many famous artworks, songs, even works of literature where no one knows who made it.
The idea of the artist of a celebrity figure started in the Renaissance with Michaelangelo and Leonardo Da Vinci. Before then artists were craftsmen and never credited.
Although gifs have this 'potential virality', they also are vastly anonymised and under credited. To have your art used in daily conversation without credit makes the art throwaway – 1.2 billion views equates to nothing if it's not recognised as someones creation and not just "this is how I feel today bro"
